Narrative:

An E145 called tower and reported that he was holding short of runway 32 ILS critical area and needed to complete his checklist prior to departing. I advised him to hold short of the runway for landing traffic and that the ILS was out of service and to tell me when he was ready to depart. An E135 had just landed and reported he was off the runway on taxiway hotel. The E145 called ready to go on runway 32 and the MD80 was on a 3 mile final for runway 23R. I told the E145 again to hold short of runway 32 for landing traffic on runway 23R and you will depart after the MD80. In the meantime while I was waiting for the MD80 to arrive the E170 called the tower on a 9 mile final for runway 23R. My response to the aircraft was to continue the approach; traffic will depart runway 32 and gave him the current wind 310 at 19; when I saw the MD80 over the threshold of runway 23R; which is west of runway 32; I cleared the E145 for takeoff on runway 32. I told the E145 the wind and to fly runway heading and to report airborne. I told the MD80 to turn left at the end and to contact ground. The E145 reported airborne off of runway 32 and as soon as I received that report I cleared the E170 to land on runway 23R. I waited for the E145 to 'tag up' on the radar and shipped that aircraft to departure. When the E145 tag appeared on the tower display an E170 was still on the ILS approach and east of runway 32. Recommendation; I would have waited for the 2nd aircraft to have arrived and then departed runway 32.

Title: IND Controller described a minimal separation event between a Runway 32 departure and a Runway 23R arrival; the reporter indicating the Runway 32 departure should have been sequenced behind the arrival.
