Narrative:
A dash 8 was cleared for ILS runway 7R. I reduced him to final approach speed. A B737 behind also on the ILS 7R. I slowed and s-turned the B737 to achieve separation. Recognized that I wouldn't get [the separation] and tried to break the B737 out. He refused; citing low fuel. I shipped him to the tower and then they broke him out.

Title: A11 Controller described a Tower initiated go around event because of decreasing in trail separation that included a low fuel factor.
Narrative: A Dash 8 was cleared for ILS Runway 7R. I reduced him to final approach speed. A B737 behind also on the ILS 7R. I slowed and S-turned the B737 to achieve separation.
