Narrative:

I was flying just passing 400' AGL, called for 'flaps up, set climb power.' the captain yelped something, took control, pushed the nose over, and at the same time pulled the power all the way to flight idle. Other aircraft was an small aircraft with student at the controls, who later said he 'didn't know how close' he was to the airport. It was close--we went right under him. Callback conversation with reporter revealed the following: could not recall which runway departed from. Tower was in operation and had contact with the small aircraft. Visibility somewhat obscured and the small aircraft thought he was further from the airport. Small aircraft pilot was solo on his first cross country flight. No action was taken by the tower and the incident is closed.

Title: SMA STUDENT PLT ON SOLO CROSS COUNTRY ENTERED ATA WHEN BECAME CONFUSED AS TO EXACT LOCATION. NMAC.

Narrative: I WAS FLYING JUST PASSING 400' AGL, CALLED FOR 'FLAPS UP, SET CLB PWR.' THE CAPT YELPED SOMETHING, TOOK CONTROL, PUSHED THE NOSE OVER, AND AT THE SAME TIME PULLED THE PWR ALL THE WAY TO FLT IDLE. OTHER ACFT WAS AN SMA WITH STUDENT AT THE CONTROLS, WHO LATER SAID HE 'DIDN'T KNOW HOW CLOSE' HE WAS TO THE ARPT. IT WAS CLOSE--WE WENT RIGHT UNDER HIM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: COULD NOT RECALL WHICH RWY DEPARTED FROM. TWR WAS IN OPERATION AND HAD CONTACT WITH THE SMA. VIS SOMEWHAT OBSCURED AND THE SMA THOUGHT HE WAS FURTHER FROM THE ARPT. SMA PLT WAS SOLO ON HIS FIRST CROSS COUNTRY FLT. NO ACTION WAS TAKEN BY THE TWR AND THE INCIDENT IS CLOSED.
