Narrative:
Pilot missed jaike crossing restriction at 13;000 ft after being transferred to phl approach. This deviation is a known danger on the east coast as there have been literally hundreds of missed crossings at jaike primarily due to a bad chart and NOTAM var 04/009 teb. We controllers have tried for years to include the NOTAM restriction to no avail.

Narrative: Pilot missed JAIKE crossing restriction at 13;000 FT after being transferred to PHL Approach. This deviation is a known danger on the East Coast as there have been literally hundreds of missed crossings at JAIKE primarily due to a bad chart and NOTAM VAR 04/009 TEB. We controllers have tried for years to include the NOTAM restriction to no avail.
