Narrative:

Flight was dispatched and clearance received for our route followed by EMI5. Enroute we both discovered that neither of us had a bwi STAR titled EMI5. After searching all of our manuals and confirming that each of us had all of our revisions current; we checked the log of effective pages and found no EMI5 listed there either. I asked washington center if this arrival was brand new or possibly about to be discontinued and the controller responded negative to both. Our FMS database did have the EMI5 arrival but the current manuals provide no STAR data for it. I informed center that we could not fly the arrival and requested a different arrival. Radar vectors were provided to a visual approach by bwi approach. After landing I called our dispatcher and informed him of the discrepancy and he said he would report it to the nav data department.
