Narrative:

We were just splitting the sectors off when a H25B/G told the cpc next to me that he was experiencing icing. I had the hand off on the aircraft. The cpc informed me that the non-rvsm aircraft wanted to climb into the rvsm stratum. We were directed by supervisor to climb the aircraft to his requested altitude of FL310. I commented that the ATP section on rvsm has four exceptions for aircraft to be allowed in the stratum but this did not meet those requirements and that the aircraft could have been descended. Recommendation; the ATP be changed to include emergencies in the exceptions into non-rvsm airspace.
