Narrative:

All runways are closed except one (runway 20L/2R). A C172 parked on the east side of the runway contacted ground to go to the active runway. Runway 20L was in use. The aircraft would need to cross runway 20L at midfield and then taxi to the full length of 20L to depart. The ground controller coordinated with the local controller and then instructed the C172 to cross runway 20L at taxiway delta. The C172 pulled to within 25 feet of the runway edge on taxiway delta and stopped. The aircraft could not be raised on the radio. All frequencies were attempted. Light gun was used. During this time local continued to use 20L for operation since the aircraft was not moving. An assistant manager was in the tower and working. When I left the tower the aircraft was still sitting just short of runway edge on taxiway delta facing west.aircraft should have been sent around and no departures allowed while the aircraft was in that position.

Title: When a C172; cleared to cross the active runway at midfield; stopped short of the runway and failed to communicate with ATC Local and Ground controllers continued operations despite the incursion and the inability to determine the pilot's intentions.
