Narrative:

Aircraft one was on right base turning final for runway 21 and cleared to land; aircraft two was on straight in to 21 and given clearance by tower to 'maintain 3;000 ft till advised continue straight in 21 and expect a right break over midfield.' aircraft two read back correctly; but was actually maintaining 2;500 ft and crossed over aircraft one on final; tower asked aircraft two to say altitude; readback was '3;000 ft' tower then advised that mode C indicated 2;500 and gave the local altimeter setting to aircraft two; then aircraft two replied 'oops; sorry; climbing back up.'

Title: A VFR PA28 and an IFR PC12 suffered an NMAC on final approach when the PC12 pilot failed to adjust his altimeter to the local pressure and was thus 500 FT below his assigned altitude.
