Narrative:
This is a continuation of the problem I previously reported with ZOB changing arrivals to fwa approach without a handoff; which I was told was being taken care of. Aircraft X was changed to fwa approach frequency 35 DME northeast of fwa without a handoff. Same thing has occurred many times since I received a copy of an email stating that the problem would be taken care of.

Title: FWA Controller voiced concern regarding the continued practice by ZOB Controllers to change aircraft to FWA without completing an hand off.
Narrative: This is a continuation of the problem I previously reported with ZOB changing arrivals to FWA Approach without a handoff; which I was told was being taken care of. Aircraft X was changed to FWA Approach frequency 35 DME NE of FWA without a handoff. Same thing has occurred many times since I received a copy of an email stating that the problem would be taken care of.
