Narrative:

An albatros checked on climbing from FL250 to FL270. However; his mode-C showed him leaving FL230. I ask him to verify altitude leaving. He again said FL250. I told him that his mode-C showed him leaving FL230. He said he would check his equipment. He then said that he had found the problem and that he was leaving FL230 as his mode-C was showing. I told him to report leaving FL250. He did. I descended an air carrier to FL240 to get under the albatros. When the air carrier was level FL240 and handed off to the bearz sector; I switched communication to bearz with the air carrier. A short time later; the albatros said that he was not sure of his altitude. I immediately call traffic on the air carrier who was passing south of the albatros. The albatros reported the air carrierin sight and that the albatros was above him. I told the albatros to maintain FL250. He said that he was either at FL255 or FL265 descending to FL250; and that he wanted to land. I cleared the albatros to an airport.
