Fgt took off to go to rhi MOA for mission. Moderate to heavy traffic. No transponder operating, no mode C. Turned aircraft eastbound towards MOA, unable to complete handoff to ZMP center/huntress military operation prior to aircraft departing approach control airspace due to other duties and traffic.
