Narrative:

While preparing an accident prevention program for use by accident prevention specialist, FSDO #62, (columbus, oh), I learned that class 2 NOTAMS are available from the superintendent of documents on a subscription only basis ($66/year), not individually. I am attempting to obtain copies of the oshkosh fly-in/convention NOTAMS relating to arrival/departure procedures affecting osh and surrounding airports. These documents are to be part of a handout for those pilots preparing to attend the oshkosh convention for the first time. I have contacted manager, accident prevention program branch, GA and communication division, office of flight standards at FAA national headquarters to discuss possible solutions and future availability. West/O the text and graphics contained in these NOTAM's in hand, a first time pilot attempting to enter the traffic flow can quickly become part of the problem with the controllers and experienced pilots providing the solution. It is imperative that class 2 NOTAM's (at least for special events such as the oshkosh and sun'n'fun fly-in's) be made available from the superintendent of documents on an individual basis to assure flight safety. The dayton, oh automated flight service station manager and supervisor provided photocopies of the class 2 NOTAM's issued june 10, 1988 (20 pgs) pertaining to this event. It would impose an undo expense on this FSS (and others) to comply with requests from other pilots for copies of this document.

IT IS IMPERATIVE THAT CLASS 2 NOTAM'S (AT LEAST FOR SPECIAL EVENTS SUCH AS THE OSHKOSH AND SUN'N'FUN FLY-IN'S) BE MADE AVAILABLE FROM THE SUPERINTENDENT OF DOCUMENTS ON AN INDIVIDUAL BASIS TO ASSURE FLT SAFETY. THE DAYTON, OH AUTOMATED FLT SVC STATION MGR AND SUPVR PROVIDED PHOTOCOPIES OF THE CLASS 2 NOTAM'S ISSUED JUNE 10, 1988 (20 PGS) PERTAINING TO THIS EVENT.
