Narrative:
I was working local; ground; clearance delivery; and controller in charge. I departed a mooney off of runway 12R departing to the northeast VFR. Meantime an AC50; was inbound from the northeast IFR for runway 30L. I got distracted reading clearances and the 2 aircraft passed within 100 ft vertically and the pilot stated the mooney passed about 4 or 5 plane lengths horizontally. Recommendation; not to be combined up in the middle of the afternoon.

Title: Tower Controller working combined positions described a conflict event when an IFR inbound reported passing a VFR outbound in very close proximity; the reporter acknowledging being distracted reading clearances to other aircraft.
