Narrative:

Air carrier X was southwest bound at 14;000 feet. I noticed a 4;000 code southwest of his position and called traffic at 13;000 maneuvering. I issued traffic assuming the second aircraft was VFR. I offered air carrier X a climb and he stated unable. I then turned air carrier X 30 degrees left for traffic. Poe approach then called to notify us that the claiborne MOA and R3801 were active. I had observed the military aircraft playing in the area and had previously asked my radar associate if the airspace had been activated. I was told all airspace was capped or cold; when I inquired. Recommendation; we need better follow through with updating the sector sia and uret (user request evaluation tool) airspace activation.

Title: ZSU Controller described a near conflict event when coordination regarding the activation of military restricted airspace was incomplete and inaccurate.
