Narrative:

We slowly taxied onto the departure runway and then we were cleared for takeoff. We stabilized the power at forty percent then pressed the toga button to use the auto throttle system to set max power. The number one engine responded normally; both throttles responded normally; but the number two engine rolled back to approximately twenty eight percent. The result was quickly deteriorating directional control. My response was to immediately pull both throttles back manually and simultaneously [I] applied full left rudder and brakes as necessary to keep the aircraft on the paved surface. We brought the aircraft under control and taxied clear of the runway and waited for a gate to return to. After calling maintenance control we shut down both engines while waiting for a gate. When a gate became open; we taxied in on engine number one only. Then we turned the aircraft over to maintenance
