Narrative:

Upon rotation; I noticed a sound and loss of lights on the instrument panel. I stated 'something happen' but was focused on flying the aircraft. After climbing to a safe altitude; sitting in the jumpseat; the check airman said he heard a 'sizzle' from the circuit panel. We noticed that the fuel gauge indicator was blank. The captain attempted to switch channels on the panel with no change. At that time I surrendered control of the aircraft to the captain and went for the QRH. We found the J-17 circuit breaker popped. I found no procedure for this problem so the captain discussed different ideas. He decided to return to the departure airport. We notified ATC; company and the flight attendants. We set up for an overweight landing and declared an emergency. The captain made the approach and landing without incident. We had the safety vehicles look over the aircraft prior to taxiing to the gate; all without incident.

Title: A MD80 First Officer reported that at lift off the J17 circuit breaker popped resulting in the loss of some instruments and lights. The QRH had no applicable procedure so the aircraft was returned to the departure airport.
