Narrative:

Cleared for ILS 27L atl, talking to final controller. Told to join at 3500' MSL. Established on localizer and with G/south centered, we started down. Approximately 3300' MSL I saw a single engine low wing approaching us on a collision course from right to left. I took control of the aircraft and made a gentle pull up to miss him. Then I reported the situation to ATC. It was not the controller's fault--the clown in the small aircraft was busting the TCA and probably had his transponder turned off. In-flight visibility was 3 mi at the very best. I cannot believe some commie pinko idiot bonehead would bust a TCA in 3 mi visibility.

Title: CLOSE PROX COMMUTER-MDT GA-SMA IN THE ATL TCA. GA WAS NOT IN RADIO CONTACT WITH ATC.

Narrative: CLRED FOR ILS 27L ATL, TALKING TO FINAL CTLR. TOLD TO JOIN AT 3500' MSL. ESTABLISHED ON LOC AND WITH G/S CENTERED, WE STARTED DOWN. APPROX 3300' MSL I SAW A SINGLE ENG LOW WING APCHING US ON A COLLISION COURSE FROM RIGHT TO LEFT. I TOOK CONTROL OF THE ACFT AND MADE A GENTLE PULL UP TO MISS HIM. THEN I RPTED THE SITUATION TO ATC. IT WAS NOT THE CTLR'S FAULT--THE CLOWN IN THE SMA WAS BUSTING THE TCA AND PROBABLY HAD HIS TRANSPONDER TURNED OFF. INFLT VIS WAS 3 MI AT THE VERY BEST. I CANNOT BELIEVE SOME COMMIE PINKO IDIOT BONEHEAD WOULD BUST A TCA IN 3 MI VIS.
