Narrative:

The communication icss for the speaker for the center; austin approach and skf tower failed in the tower. I warned ZHU they did not have a way to call us except for land lines. The equipment went out and in all night long. I believe I told the ZHU and aus to keep aircraft coming because of the equipment failure and everything combined to a small scope in the tower. A FA20 was spun to avoid entering my airspace prior to handoff. The aircraft my have entered my airspace while I was trying to take the handoff. Recommendation; fix the clearance delivery-1 and clearance delivery-2 communication equipment. Teach the controllers how to remap the speakers if this failure happens again and place directions in the controller in charge binder in tower. Have aural alarm on the flashing handoffs that can be turned on and off depending on the volume.
