Narrative:

We have a requirement not to let GA aircraft depart iad over swann; paleo or daily. We are required by the LOA with pct to call the pct tmc (traffic management coordinator) to have them reroute the aircraft. We are not allowed to amend the flight plan ourselves. The problem occurs when pct closes the tmc position. During the mid shift no one answers the tmc line at pct. I know the position get forwarded to some place. But; no one ever answers. This has been a problem for the least 3 years. Everyone does it different on the mid shift at iad. Some people amend the flight plan themselves. Some just let the aircraft depart. Recommendation; come up with rules for fixing the bad routing's during the mid shifts.
