Narrative:

During the descent; the right engine was unresponsive to throttle inputs. It remained in a near-idle power setting regardless of the throttle position. While discussing our plans/actions; the right engine rolled back and shutdown. We completed the engine restart checklist after determining that there was no harm/reason not to attempt it. After an unsuccessful restart [attempt]; we accomplished the engine shutdown/secure checklist followed by the single engine landing checklist. After an uneventful landing and taxi to the FBO; maintenance came out and troubleshot the problem and determined that throttle cable to the right engine broke near the engine pylon and rendered the right engine inoperative.

Title: A First Officer reports that during descent the right engine of a Bombardier Lear-31 was unresponsive to throttle inputs. The Honeywell engine remained at near-idle power setting regardless of the throttle position; then rolled back and shutdown. A push-pull throttle cable had broken near the engine pylon; rendering the engine inoperative.
