Narrative:

Primary stabilizer trim failed immediately after takeoff. After working with the first officer; dispatcher and maintenance we elected to return to the departure airport. Burned down to max landing weight and executed a flaps 15 landing. [We] used flaps 15 to reduce trimming required and to be in better situation in the event of go-around. I recommend developing a specific procedure for this failure to be added to QRH. The first officer has now seen this happen twice.
