Narrative:

On final approach to runway 14 at NAS, we broke out at 2000' and were cleared to land by NAS tower. At about 900' I picked up small transport Y between us and the runway. My copilot asked the tower, 'who is this?' the answer came from small transport Y, 'NAS tower, small transport Y on final for 14.' all this time the tower lady was asleep or whatever, not keeping visual on anyone. Tower to medium large transport X, 'go around.' we watched small transport Y and he off loaded a couple passenger, bags, boxes, etc and was starting when we got through customs, so couldn't get to him. On our departure, control explained to us 'very sorry, we lost small transport Y about 6 mi out on radar and instructed him to contact tower. We thought he had landed. The pilot told us he had an electric problem on his approach.' there was never a mechanic that looked at that plane prior to returning to fly in IMC conditions. We surmise the 'electric problem' was between ears. There shouldn't have been a 'we thought he had landed' response from their version of ATC.

Title: ACR-MLG SENT AROUND TO AVOID OVERTAKE OF SMT ON SHORT FINAL APCH AHEAD.

Narrative: ON FINAL APCH TO RWY 14 AT NAS, WE BROKE OUT AT 2000' AND WERE CLRED TO LAND BY NAS TWR. AT ABOUT 900' I PICKED UP SMT Y BTWN US AND THE RWY. MY COPLT ASKED THE TWR, 'WHO IS THIS?' THE ANSWER CAME FROM SMT Y, 'NAS TWR, SMT Y ON FINAL FOR 14.' ALL THIS TIME THE TWR LADY WAS ASLEEP OR WHATEVER, NOT KEEPING VISUAL ON ANYONE. TWR TO MLG X, 'GO AROUND.' WE WATCHED SMT Y AND HE OFF LOADED A COUPLE PAX, BAGS, BOXES, ETC AND WAS STARTING WHEN WE GOT THROUGH CUSTOMS, SO COULDN'T GET TO HIM. ON OUR DEP, CTL EXPLAINED TO US 'VERY SORRY, WE LOST SMT Y ABOUT 6 MI OUT ON RADAR AND INSTRUCTED HIM TO CONTACT TWR. WE THOUGHT HE HAD LANDED. THE PLT TOLD US HE HAD AN ELECTRIC PROB ON HIS APCH.' THERE WAS NEVER A MECH THAT LOOKED AT THAT PLANE PRIOR TO RETURNING TO FLY IN IMC CONDITIONS. WE SURMISE THE 'ELECTRIC PROB' WAS BTWN EARS. THERE SHOULDN'T HAVE BEEN A 'WE THOUGHT HE HAD LANDED' RESPONSE FROM THEIR VERSION OF ATC.
