Narrative:

An air carrier (aircraft X) was on the arrival to bur level at 8000 ft. A VFR aircraft checks in saying they have aircraft X in sight; however the call sign and altitude did not match the only VFR I'm expecting; nor are there any untracked VFR targets displayed on the radar. Several seconds later aircraft X says they is responding to an RA and is climbing. I search the area and still do not observe traffic. As I respond to aircraft X a VFR target appears just off his right 300 ft below him. This is an area that has very poor radar coverage normally below 7500 ft. Except for the fact that a 'stack' had been approved between aircraft X and a GA below him at 7000 ft; aircraft X would have been issued a left turn and decent to 6000 ft quite possibly putting the aircraft in even closer proximity. Better radar coverage and or procedures in this area of limited radar coverage.

Title: SCT Controller described a TCAS RA event between a BUR air carrier arrival at 8000 and an unknown and unobserved VFR aircraft that checked in at 7000; the reporter recommends improved RADAR coverage in the subject area.
