Narrative:

After a 30 min taxi from the terminal, I was parked in the run up block for runway 18 in the #1 position for takeoff with parking brakes set. Another air carrier large transport moving into the #2 position struck our right wing with his left wing. He informed the dca tower. We quickly confirmed there was no fuel leaking or flap damage to our aircraft, however the wings were in contact. We called our operations for mechanics to come to give a visual check. It took about 15 mins for them to arrive in a port authority van. They confirmed that other large transport wing was aft of ours and we would have to move first. We inform the tower and they cleared taxiway J so we could back taxi. We were cleared to taxi, however I first had to pull forward completely over the runway hold line before turning right (south) on J, and there was an aircraft in position for position for takeoff and one on a short final. I refused to move until both aircraft were clear, but was unable to communicate with tower because they were so busy. 2 things contributed to this incident: first, because of gridlock on the airport, ground control was asking for minimum taxi interval. The other thing is the ridiculous ritual at dca runup block of maneuvering in turn each time an aircraft vacates for takeoff by making a 120 degree turn and moving close to the next aircraft usually overlapping wingtips.

Title: TAXIING LGT STRIKES PARKED LGT.

Narrative: AFTER A 30 MIN TAXI FROM THE TERMINAL, I WAS PARKED IN THE RUN UP BLOCK FOR RWY 18 IN THE #1 POS FOR TKOF WITH PARKING BRAKES SET. ANOTHER ACR LGT MOVING INTO THE #2 POS STRUCK OUR RIGHT WING WITH HIS LEFT WING. HE INFORMED THE DCA TWR. WE WERE CLRED TO TAXI, HOWEVER I FIRST HAD TO PULL FORWARD COMPLETELY OVER THE RWY HOLD LINE BEFORE TURNING RIGHT (S) ON J, AND THERE WAS AN ACFT IN POS FOR POS FOR TKOF AND ONE ON A SHORT FINAL. I REFUSED TO MOVE UNTIL BOTH ACFT WERE CLR, BUT WAS UNABLE TO COMMUNICATE WITH TWR BECAUSE THEY WERE SO BUSY. 2 THINGS CONTRIBUTED TO THIS INCIDENT: FIRST, BECAUSE OF GRIDLOCK ON THE ARPT, GND CTL WAS ASKING FOR MINIMUM TAXI INTERVAL.
