Narrative:

Small transport X landed on runway 33 and came to a stop 3300' from the approach end. He was on the far right side of the runway and reported his right main gear had a flat tire. A maintenance crew was dispatched to the location and it appeared they were preparing to remove the aircraft from the runway. Small aircraft Y reported left base runway 33 and was cleared to land. He landed and taxied ahead and turned off on runway 20 approximately 800' short of small transport X. Local controller was standing at a position with a tower post between himself and the disabled aircraft and did not see small transport X when scanning the runway. The runway should have been closed until it was positively established that the disabled aircraft was removed from that runway.

Title: CTLR CLEARED SMA TO LAND ON RWY OCCUPIED BY DISABLED SMT. LESS THAN STANDARD SEPARATION.

Narrative: SMT X LANDED ON RWY 33 AND CAME TO A STOP 3300' FROM THE APCH END. HE WAS ON THE FAR RIGHT SIDE OF THE RWY AND REPORTED HIS RIGHT MAIN GEAR HAD A FLAT TIRE. A MAINT CREW WAS DISPATCHED TO THE LOCATION AND IT APPEARED THEY WERE PREPARING TO REMOVE THE ACFT FROM THE RWY. SMA Y RPTED LEFT BASE RWY 33 AND WAS CLRED TO LAND. HE LANDED AND TAXIED AHEAD AND TURNED OFF ON RWY 20 APPROX 800' SHORT OF SMT X. LCL CTLR WAS STANDING AT A POS WITH A TWR POST BTWN HIMSELF AND THE DISABLED ACFT AND DID NOT SEE SMT X WHEN SCANNING THE RWY. THE RWY SHOULD HAVE BEEN CLOSED UNTIL IT WAS POSITIVELY ESTABLISHED THAT THE DISABLED ACFT WAS REMOVED FROM THAT RWY.
