Narrative:

Executed a descent to cross the 35 DME southeast of ilt VOR at 10000'. Kansas city ARTCC advised us of unknown VFR traffic at 10-11 O'clock reporting altitude of 10200'. Then the controllers advised us the traffic was reporting 11000'. I called 'rogon traffic in sight.' we were then cleared to contact wichita approach control which I did. As I looked down to shift radio frequencys saw the first officer start a descending turn to the right. I looked back up and saw the traffic that was at 11000' had put his gear down and started a nose over maneuver. It was a twin propeller t-tail with tip tanks. I reported this to wichita approach control as by this time we had descended to 9500' without clearance. I suspect that it was a test flight. Thank god for altitude encoders and thanks to kansas city center for telling us. I suggest a special area for test flight in the wichita area for the manufacturers there as well as the air force.

AS I LOOKED DOWN TO SHIFT RADIO FREQS SAW THE F/O START A DESCENDING TURN TO THE RIGHT. I LOOKED BACK UP AND SAW THE TFC THAT WAS AT 11000' HAD PUT HIS GEAR DOWN AND STARTED A NOSE OVER MANEUVER. IT WAS A TWIN PROP T-TAIL WITH TIP TANKS. I REPORTED THIS TO WICHITA APCH CTL AS BY THIS TIME WE HAD DESCENDED TO 9500' WITHOUT CLRNC. I SUSPECT THAT IT WAS A TEST FLT. THANK GOD FOR ALT ENCODERS AND THANKS TO KANSAS CITY CENTER FOR TELLING US. I SUGGEST A SPECIAL AREA FOR TEST FLT IN THE WICHITA AREA FOR THE MANUFACTURERS THERE AS WELL AS THE AIR FORCE.
