Narrative:

During the descent into tpa on the Dades2 arrival; we received two RA's within a ninety second interval. Neither aircraft was visually identified. Both aircraft aircraft were at a VFR altitude; but the altitude placed the aircraft in the middle of the cloud layer and through the middle of the SID. Most likely; the aircraft were coming out of lakeland (lal) as part of an aviation event. To avoid this situation in the future and for the event at lal; the FAA should create VFR routes that avoid sids and stars in the central florida area and should require the aircraft to have an active flight plan and be in contact with ATC.

Title: A Corporate Captain approaching TPA had two TCAS RA events within ninety seconds at approximately 10;000'. Aircraft from nearby LAL was the suspected aircraft. Developing standardized arrival/departure corridors was suggested.
