Narrative:

Medium large transport departure phf destination pit. Fuel load 14500#. Over mgw cle center gave 360 degree turn and advised expect further holding delay. Captain advised center that flight had only 5 min holding fuel. Cle center reclred flight to mgw and depart on 360 degree heading, then contact pit approach control. Initial contact made west/O further comment. 3-4 mins later pit approach stated they were declaring emergency condition on medium large transport due to low fuel. Captain said, 'no emergency,' only insufficient holding fuel. Flight landed (west/O further comment from approach) in normal sequence with other aircraft. Fuel on board at gate 8400 pounds. I believe approach control overstepped there job in declaring emergency and filing low fuel landing report to local FAA.

CLE CENTER RECLRED FLT TO MGW AND DEPART ON 360 DEG HDG, THEN CONTACT PIT APCH CTL. INITIAL CONTACT MADE W/O FURTHER COMMENT. 3-4 MINS LATER PIT APCH STATED THEY WERE DECLARING EMER CONDITION ON MLG DUE TO LOW FUEL. CAPT SAID, 'NO EMER,' ONLY INSUFFICIENT HOLDING FUEL. FLT LANDED (W/O FURTHER COMMENT FROM APCH) IN NORMAL SEQUENCE WITH OTHER ACFT. FUEL ON BOARD AT GATE 8400 LBS. I BELIEVE APCH CTL OVERSTEPPED THERE JOB IN DECLARING EMER AND FILING LOW FUEL LNDG RPT TO LCL FAA.
