Narrative:

Aircraft had #1 engine bleed on MEL. Passing through 30;000 feet MSL the #2 engine bleed faulted. We leveled out and preformed the ECAM actions. [We] reviewed our SOP and the pressurization page. Our cabin altitude was climbing at 750-850 FPM. We advised ATC that we needed lower; declared the emergency and complied with ATC instructions; which included two level offs for other traffic in the immediate area. We requested direct to ZZZ for our diversion. We reviewed for the overweight landing procedures and landed in ZZZ. We could MEL the associated pack when we have a bleed MEL'd so the other bleed can handle the load.

Title: A319 Captain reports being dispatched with #1 engine bleed on MEL and having the #2 engine bleed fault passing FL300 during climb. Pressurization is lost and flight diverts to nearest suitable airport after declaring an emergency.
