Narrative:

Flight to phx. Captain's leg. Just west of gup and starting on the arrival at FL330; abq center directed us to 'best forward speed' and direct payso. Gave us initial descent (not via eagul arrival) from FL330 to 16;000 ft. Vectored us off for traffic west from our direct heading for traffic (still at best forward speed). Turned us direct to homer and gave us 12;000 ft/250. New position added tail wind to our descent. Asked for relief at homer either speed or altitude (18 miles prior). Controller reply was to scold us and said we need to be at least 12;000 ft/250. Explained we could not do that and asked again for relief of either altitude or airspeed and again controller scolded us. At about 8 miles prior to homer; the controller angrily vectored us south and stopped our descent. Gave us a left 360 back to homer 12;000 ft/250. Controller then gave us a number to call for supervisor. He read it so fast we asked him to repeat the number. Turns out phx was reconfiguring from landing to east to landing now to the west. Landed normally with no other issues.

Title: A ZAB controller scolded an air carrier crew after giving vector and descent clearances which put the aircraft into a position where a crossing restriction could not be met and from which the controller would not provide relief.

Narrative: Flight to PHX. Captain's leg. Just west of GUP and starting on the arrival at FL330; ABQ Center directed us to 'best forward speed' and direct PAYSO. Gave us initial descent (not via EAGUL arrival) from FL330 to 16;000 FT. Vectored us off for traffic west from our direct heading for traffic (still at best forward speed). Turned us direct to HOMER and gave us 12;000 FT/250. New position added tail wind to our descent. Asked for relief at HOMER either speed or altitude (18 miles prior). Controller reply was to scold us and said we need to be at least 12;000 FT/250.
