Narrative:

Prior to aircraft X contacting merrill (mri) inbound to the field; FBO requested we sequence aircraft X into runway 34. I sequenced aircraft X into runway 34. Aircraft X extended left base into lake hood's (lhd) airspace and I/we attempted to coordinate with lhd. I instructed aircraft X to turn left base as the aircraft appeared to fly a more 'U' shaped pattern which placed the aircraft in lhd's airspace. On short final aircraft X stated going around. I gave aircraft X the wind 010 at 7 knots and a left turn entry for runway 7 or 34 per their request. After no response I sequenced and cleared aircraft X to land on runway 7 or 34 and I gave the aircraft the wind again and asked which runway was preferred. Aircraft X came in high and fast on final again for runway 34 and went around again. I gave aircraft X the wind and runway choice again. Aircraft X flew through runway 7 final and I asked aircraft X if they would follow aircraft Y for runway 7. Aircraft X stated yes and followed aircraft Y. Though I knew aircraft Y would not be clear of runway 7 before aircraft X crossed the threshold; I purposely did not send aircraft X around and I stated so to all cab personnel because I felt it was the safest operation to have aircraft X land without incident versus get more anxious as the pilot was already stressed. Recommendation; I could have sent aircraft X around again to have adequate spacing. However; I know if I were presented with the same scenario I would again do the same by allowing aircraft X to land. I do not like to bend the rules but I do see the benefit my choice had for aircraft X.
