Narrative:
Approach to runway in VFR conditions. We crossed the IAF at 250 KTS with flaps up and gear up. Throttles appeared to be at idle. At the 1;000 ft automated callout of the configuration was 'gear down and flaps 15.' as the pilot not flying; I called out 'configuration.' aircraft was decelerating and flaps extended. I called 'before landing checklist complete;' as the aircraft finally got in landing configuration well below 1;000 ft. My lack of assertiveness was; in my opinion; contributed by fatigue after a long oceanic flight. I should have called 'go-around;' instead of 'configuration.'

Title: A B777 flight crew reported descending below 1;000 FT not in a landing configuration. The First Officer's callout did not alert the Captain about the improper configuration and a go-around callout was not made. The aircraft was properly configured at 500 FT.
