Narrative:

I was on IF1 at otz FSS; kotzebue; alaska. State was off and on the runway many times during the day. State called me stating they were going into the runway. I acknowledged. An aircraft calls inbound shortly after that and I gave traffic advisory and did not tell aircraft about state equipment on runway. State heard the communications and was not on the runway when aircraft landed. I was upset to say the least that I neglected to tell the aircraft. I am painfully aware of the importance of personal on an active runway. The procedures in place at otz FSS have worked for many years. I will be very vigilant to not make such a mistake ever again.
