Narrative:
Sector 91 was briefed that aircraft Y was stopped at FL280 for aircraft X at FL300. The conflict alert went off and I noticed aircraft Y at FL286 and tried to stop aircraft at FL290 the aircraft reported that he was through FL290 and would go back down. Recommendation; could have climbed aircraft to FL290; wrong for direction or verified assigned altitude of aircraft Y.
