Flying nne at 1500', white fixed wing passed below in opp direction. Other aircraft at ssw direction at approximately 1300' MSL. Waiting for release from tower frequency at spirit of st louis airport, then switched to st charles frequency. No aircraft xmissions received from other local aircraft at time of near miss. Happened too fast to evade. Aircraft blended in until noticed.
