Narrative:

Leaving icing conditions selected tail de-ice. Both left and right ice protect temperature hi lights came on and stayed on. Followed abnormal procedure and individually secured left and right airfoil protection systems. High temp lights went out. Coordinated with dispatch; declared an emergency and diverted back to our departure airport. Our destination airport had snow conditions while at our departure airport the weather was improving with reports of no icing conditions. Uneventful landing. No other problems noted.

Title: Both left and right ICE PROTECT TEMP HI lights illuminated when the MD80 crew selected tail deice on. An emergency was declared and the crew returned to land at the departure airport which was reporting non-icing conditions.
