Narrative:

The following occurred while I was on rest-break; so my account is somewhat second-hand. A SIGMET was forwarded from dispatch; along with a report another flight had encountered severe turbulence ahead and slightly south of our planned route. We requested a re-route for turbulence avoidance; as well as a lower altitude. We eventually received a re-route; but a lower altitude was not available. Shortly after commencing the route change; we encountered severe turbulence. The relief PIC elected to declare an emergency and descend the aircraft to FL280; where smooth flight conditions occurred. Revised altitude clearance was subsequently obtained. Crew and passengers were uninjured; as they had been warned and secured earlier. Aircraft was apparently undamaged. Flight continued to destination.

Title: Upon encountering severe turbulence at FL290 in a non-radar environment; an air carrier flight declared an emergency and descended to a lower altitude. At the time of the encounter the flight was transitioning to a new route as a result of a previous received SIGMET.
