Narrative:
The local controller put an aircraft into position to hold waiting for the previous arrival to exit the runway. The controller forgot that there was another aircraft cleared to land on the same runway on a two mile final. The local controller thought the aircraft on final was cleared to land on the parallel runway when he issued the position and hold clearance. The pilot alerted the controller of the situation and the controller issued the go around.
