Narrative:

Air carrier X departed bur airport enroute pmd VOR. At the same time corp jet Y was overflying bur airspace enroute pmd VOR. Original coordination was to climb air carrier X above corp Y. Later coordination required me to remain below aircraft Y. I issued the new altitude then immediate conversation with the handoff controller about another aircraft distracted my attention to the fact that air carrier X did not acknowledge receipt of the new altitude information. At burbank, we rarely have a departing aircraft that will enter los angeles center airspace that does not require at least one item of coordination. In some instances such as this one, coordination becomes complex and burdensome. The air carrier reported on frequency to ZLA 3 times before the controller answered him. A total of almost one minute elapsed before the controller became aware that the air carrier was climbing to an incorrect altitude. By that time, it was too late to prevent a loss of separation.

Title: LESS THAN STNADARD SEPARATION OPERATIONAL ERROR.

Narrative: ACR X DEPARTED BUR ARPT ENROUTE PMD VOR. AT THE SAME TIME CORP JET Y WAS OVERFLYING BUR AIRSPACE ENROUTE PMD VOR. ORIGINAL COORDINATION WAS TO CLIMB ACR X ABOVE CORP Y. LATER COORDINATION REQUIRED ME TO REMAIN BELOW ACFT Y. I ISSUED THE NEW ALT THEN IMMEDIATE CONVERSATION WITH THE HANDOFF CTLR ABOUT ANOTHER ACFT DISTRACTED MY ATTN TO THE FACT THAT ACR X DID NOT ACKNOWLEDGE RECEIPT OF THE NEW ALT INFORMATION. AT BURBANK, WE RARELY HAVE A DEPARTING ACFT THAT WILL ENTER LOS ANGELES CENTER AIRSPACE THAT DOES NOT REQUIRE AT LEAST ONE ITEM OF COORDINATION. IN SOME INSTANCES SUCH AS THIS ONE, COORDINATION BECOMES COMPLEX AND BURDENSOME. THE AIR CARRIER REPORTED ON FREQ TO ZLA 3 TIMES BEFORE THE CTLR ANSWERED HIM. A TOTAL OF ALMOST ONE MINUTE ELAPSED BEFORE THE CTLR BECAME AWARE THAT THE AIR CARRIER WAS CLIMBING TO AN INCORRECT ALT. BY THAT TIME, IT WAS TOO LATE TO PREVENT A LOSS OF SEPARATION.
