Narrative:

During the taxi-out to the runway; after second engine was started; we performed the flight control check. I noticed when either sidestick was deflected full right; the left aileron deflection was only 1/2 down. There were no other indications of a flight control malfunction. I advised ZZZ ground that we needed to run a checklist and required more time prior to departure. The captain then rechecked the flight controls using his sidestick and observed the same results. The captain set the parking brake; assigned control to me; and called maintenance on his cell phone. Maintenance instructed us to return to the gate. I told ZZZ ground we were safe; but needed to return to the gate. Several hours later we swapped aircraft and continued without incident. The left aileron outboard actuator was malfunctioning.

Title: An Airbus A320 First Officer reports that during taxi-out; when either sidestick was deflected full right; the left aileron deflection was only half down as noted on the ECAM Flight Controls page. No other indication of a flight control malfunction; it was later discovered that the left aileron outboard actuator rod had separated.
