Narrative:
Light transport X on visual approach runway 32 cleared to land. Large transport Y on visual approach runway 23 told to join final approach course on present heading, switched to tower. Large transport Y cut corner by 1 1/2 mi cleared to land runway 23 by tower. Tower controller sent large transport Y around as sep was being lost. Large transport Y reported light transport X in sight and said it did not look like a problem. Tower controller told large transport Y to land 'your discretion.' large transport Y landed approximately 2000' down runway 23 then light transport X rolled through intersection. After tower told large transport Y, 'land your discretion,' large transport Y replied, 'understand cleared to land.' above observed by 2 other ATC specialists not working position and supervisor. Apparently no action taken. Light transport X questioned several times and was told to call tower.

Narrative: LTT X ON VISUAL APCH RWY 32 CLRED TO LAND. LGT Y ON VISUAL APCH RWY 23 TOLD TO JOIN FINAL APCH COURSE ON PRESENT HDG, SWITCHED TO TWR. LGT Y CUT CORNER BY 1 1/2 MI CLRED TO LAND RWY 23 BY TWR. TWR CTLR SENT LGT Y AROUND AS SEP WAS BEING LOST. LGT Y RPTED LTT X IN SIGHT AND SAID IT DID NOT LOOK LIKE A PROB. TWR CTLR TOLD LGT Y TO LAND 'YOUR DISCRETION.' LGT Y LANDED APPROX 2000' DOWN RWY 23 THEN LTT X ROLLED THROUGH INTXN. AFTER TWR TOLD LGT Y, 'LAND YOUR DISCRETION,' LGT Y REPLIED, 'UNDERSTAND CLRED TO LAND.' ABOVE OBSERVED BY 2 OTHER ATC SPECIALISTS NOT WORKING POS AND SUPVR. APPARENTLY NO ACTION TAKEN. LTT X QUESTIONED SEVERAL TIMES AND WAS TOLD TO CALL TWR.
