Narrative:

Aircraft X was not switched to the tower until 1/4 mile final runway 1C. Aircraft X was switched to the wrong local control tower frequency by the TRACON. Aircraft X checked in on my frequency asking my to 'verify that aircraft X short final runway 1C is cleared to land.' I was not working that side of the airport. I looked short final 1C and on all radar displays and could not see aircraft X. I advised the controller who was working that side of the airport that aircraft X just checked in on the wrong frequency. I advised aircraft X to go around. At that point I finally could see aircraft X. The aircraft was 6;000 ft down runway 1C about 50 ft off the ground. This could have been very ugly. There could have been personal or equipment on runway 1C. We cross 1C with taxing aircraft. There could have been a B747 crossing runway.

Title: IAD Local Controller described a go around event when PCT Controllers issued landing traffic the wrong tower frequency; reporter indicating this is a on going problem with the TRACON and a significant safety issue.
