Narrative:

Dvt has two parallel runways; 7R/25L and 7L/25R. SOP requires aircraft needing to cross a runway to be taxied to an intersection; then told to monitor the appropriate tower frequency. Ground control places a short flight progress strip on a designated board in a bay specific to the particular intersection the aircraft is at. This serves to notify local control of the aircraft's presence and position. Local control will then issue a runway crossing clearance and instructions to contact ground control after crossing. The active runway was 7L (north runway) and 7R (south runway). I was conducting on the job training on ground control; combined with flight data/clearance delivery. Aircraft X exited the north side of runway 7L at intersection A9; which is midway down the runway length. Aircraft X requested taxi to southeast parking. This would require crossing both runways. The developmental issued instructions to; 'hold short of runway 7R at A11.' (A11 is the departure end of 7L) the pilot of aircraft X responded; 'hold short of the left.' I immediately asked the developmental if he/she understood what he/she had instructed aircraft X to do; in an effort to get him/her to correct the mistake. Another aircraft called at that point which he/she responded to. He/she then went back to aircraft X and told him to; 'hold short of runway 7L at A11.' again; aircraft X responded; 'hold short of the left.' another aircraft called and was issued instructions. Aircraft X had now turned at A11 and was approaching the runway hold short lines. SOP requires instructing the aircraft to monitor tower frequency. The developmental started to issue frequency monitor instructions to aircraft X when I observed that he wasn't stopping. I overrode the developmental; instructing aircraft X to stop. Aircraft X stopped but it appeared that his nose wheel was over the hold short line. Local control was advised of the situation and sent an aircraft on final around as a precaution. Aircraft X was then changed to local control north frequency; and the front line manager (flm) was made aware of the event. Recommendation; I will have to override developmental controllers much earlier; rather than trying to get them to see their error and correct it themselves. Also; fars need to be changed; making it a requirement that aircraft cannot cross a runway without specific clearance to do so. The ancient policy that an aircraft can cross all runways except the assigned runway when told 'taxi to' is a dangerous procedure in the current environment.
