Narrative:

During a lefthand base turn from the west to runway 26 during night; VMC conditions; we received a terrain caution. The wind vector at 3000 ft AGL was 270 at 30 knots. Due to the high moon luminance; the rising terrain was in sight by the crew. The PF immediately responded to the caution by adjusting vertical descent. The caution ceased. The aircraft continued with the approach to a landing without further incident. When the caution sounded; I questioned whether we should go around. I should have been more assertive and called 'go around' as per fom procedures.
