Narrative:
I assumed the radar position from the previous controller and his trainee. I immediately noticed air carrier X and air carrier Y were in conflict. I issued traffic to air carrier X and told him to turn and climb. Air carrier X advised he had to descend and I cleared him to descend. Air carrier Y was in communication with another controller who issued instructions to it. Recommendation; better sector awareness.
