Narrative:

Providing skill check on east departure. Aircraft was an overflight riding the line between mke and ZAU airspace at 13;000. Appropriate hand off and point outs were completed. Aircraft then requested lower altitude. After a couple of transmissions the pilot requested 7000. Again; more coordination was required. The sector that previously approved the point out at 13;000 had to be told the aircraft was descending to 7000; and the receiving facility had to be told of the altitude change because the hand off had already been accepted which did not allow us to change it in the fdio at mke. This; along with other numerous things going on at the position; distracted us from making the appropriate point out to mkg approach control. Recommendation; put the overflight on a vector to keep him in our airspace and avoid the point outs all together.
