Narrative:

Contacted tower 15 mi out over brazil. Controller said to report on right base for 3I. I reported on right base and got clearance to land on 31. A plane was sitting on 23 not moving. I landed on 3I crossing 23, then the plane on 23 contacted tower and told them he thought he had clearance to takeoff. Tower came back to me and told me to hold up before crossing 23. I told tower that I had already xed 23. I was on a civil air patrol mission check ride. There were 2 passenger with me. None of us heard the tower say anything to us until after we had xed 23. I was watching the plane on 23. He did not move until after we xed 23. I thought he was holding until we xed because we had clearance to land.

Title: LNDG GA SMA ADVISED TO HOLD SHORT OF INTERSECTING RWY AFTER ALREADY THROUGH INTERSECTION BECAUSE CTLR HAD ALSO CLEARED TKOF ON INTERSECTING RWY.

Narrative: CONTACTED TWR 15 MI OUT OVER BRAZIL. CTLR SAID TO RPT ON RIGHT BASE FOR 3I. I RPTED ON RIGHT BASE AND GOT CLRNC TO LAND ON 31. A PLANE WAS SITTING ON 23 NOT MOVING. I LANDED ON 3I XING 23, THEN THE PLANE ON 23 CONTACTED TWR AND TOLD THEM HE THOUGHT HE HAD CLRNC TO TKOF. TWR CAME BACK TO ME AND TOLD ME TO HOLD UP BEFORE XING 23. I TOLD TWR THAT I HAD ALREADY XED 23. I WAS ON A CIVIL AIR PATROL MISSION CHK RIDE. THERE WERE 2 PAX WITH ME. NONE OF US HEARD THE TWR SAY ANYTHING TO US UNTIL AFTER WE HAD XED 23. I WAS WATCHING THE PLANE ON 23. HE DID NOT MOVE UNTIL AFTER WE XED 23. I THOUGHT HE WAS HOLDING UNTIL WE XED BECAUSE WE HAD CLRNC TO LAND.
