Narrative:

Air carrier X checked on climbing to 14000 ft when the LOA calls for the aircraft to climb to 13000 ft. This was caught around 11000 ft but could have been serious if we had crossing 14000 traffic. This occurred during new procedure and airspace between mke approach; ord approach and ZAU. Recommendation; the new procedure in effect should have never occurred in the first place. The new procedures and airspace probably contributed to controller and workplace distractions which probably allowed the controller to climb an aircraft to the wrong altitude. It is a poor plan to begin with and as a side note; ord approach is still not following the 7110.65 with the current procedures in place.
