Narrative:

Air carrier X was cleared on visual approach behind heavy jet. Air carrier X went through the localizer to provide their own spacing. Air carrier Y was turned in behind air carrier X but with a considerable tailwind and was closing. Told trainee; who vectored through localizer; to use divergence and attempted visual. However; since the lead aircraft went through the localizer; divergence was not sufficient. The practice of off-loading aircraft to far fixes; by-passing the closer runway; either for training or in an attempt to 'reduce taxi time'; adds unnecessary complexity to the operation and in most cases actually increases flight time. This practice occurs commonly with farmm arrivals to runway 28 when on west flow; bearz arrivals when on plan X; and as in this case farmm arrivals on plan D. Recommend that hand off controllers be instructed to use the close runway to reduce complexity. Instruct the trainee; again; to turn in towards the final when issuing a visual approach clearance. Override the trainee in a timelier manner.
