Narrative:

Vectoring aircraft to lga to meet 20 mile in trail restriction imposed by ZNY. With 7 aircraft on vectors; and two flashing handoff to ZNY; the mip sector at ZNY calls and says they are only taking one plane to lga. No notice of a hold; now we take the handoff's back and vector and reoute aircraft to holding fix; too much work to to do and pointouts to make. Two minutes later ZNY calls back and says; cancel the hold. Exact same thing occurs 20 minutes later; this is very unsafe. ZNY cannot handle the traffic and puts ZOB into a no notice hold several times a day for lga traffic. The mip sector has no other traffic.
